As our Parking Manager, you will manage and maintain the operation of all Rose Quarter administered parking facilities and surfaces. You will act as a leader and liaison between the Rose Quarter and contracted parking services team. The successful candidate will ensure that customer satisfaction is maximized by maintaining the highest level of service thresholds and initiatives that are aligned with the Rose Quarter standards.

Day-to-day: 

  • Lead daily parking and traffic operations for the Rose Quarter, including event operations, staff and tenant passes, and third party needs.  
  • Develop and maintain relationship with parking management subcontractor. Train, supervise, counsel, and support entire parking operations team.  
  • Responsible for actively managing 7 lots and coordinating event vehicular and pedestrian traffic to minimize congestion and prevent accidents. Maintain upkeep of all parking facilities and equipment.  
  • Establish and maintain effective working relationships with PBOT, ODOT and city representatives to ensure Rose Quarter is involved in all decision making for surround construction (roads and highways)  
  • Coordinate distribution of passes for all required groups and maintain accurate records. Track and analyze financial reports in order to maximize revenue capture and cost effectiveness.  
  • Administer and implement parking operation policies and procedures. Stay current with new technology and methods to improve processes. Provide Twitter and Waze social media updates on traffic and parking availability, as needed.  
  • Work directly with Event Managers to ensure parking and traffic plans take all Rose Quarter activity into account with up to 3+ events at a time.  
  • Establish and maintain effective working relationships with City of Portland departments and other applicable authorities and agencies.  
  • Ensure that the guest experience is extraordinary by maintaining a high level of service in all areas of the operation.

  • Maintain traffic management plan, update as needed  
  • Communicate to all employees working on rose Quarter campus any changes in standard operating procedures daily as needed  
  • Communicate calendar of events and parking rates to internal and external stakeholders on a monthly basis  
  • Perform other duties as assigned.

Skills/Abilities  

  • Knowledge of parking management best practices  
  • Knowledge of traffic operations and ingress/egress patterns  
  • Ability to maintain relationship with third party vendor  
  • Ability to create and administer parking policies and procedures  
  • Ability to manage parking passes  
  • Ability to provide customer service to all guests using the parking facilities  
  • Ability to handle multiple events occurring on the same day  

 

Minimum Qualifications  

  • 3+ years’ experience related to parking and traffic operations.  
  • Knowledge of current parking management/industry best practices and laws including traffic control flagging laws and requirements.  
  • Proficiency in accounting procedures and practices related to annual budget, forecasting, auditing, reconciling, billing, and invoices. Ability to log information and make mathematical computations quickly and accurately.  
  • Ability to communicate effectively, orally and in writing.  
  • Knowledge of basic computing equipment and software such as Windows OS, MS Outlook, Word and Excel preferred. 
  • Bachelor degree preferred.  
  • Proven track record of building high performance teams.  
  • Ability to work collaboratively in a fast paced, high profile environment and deliver extraordinary moments to our guests and our employees. 
  • Ability to regularly work on evenings and weekends within a flexible schedule. Position is routinely required to work outdoors and is exposed to the elements (heat, rain, etc.)  
  • Ability to provide proof of COVID vaccination.
